Stratagy:

Did you get that Elemental Materia from the Mayor? If you did, couple that to Lightning
on your armor. That way, Bolt doesn't do as much damage. Since Rufus does little more than
laugh and fire his Shotgun, the smart way to start is to take out Dark Nation. This little
bastard will almost immediatly cast Barrier, so hit him with Fire until he casts MBarrier on
himself. Then attack him normally as Barrier will be close to gone, and he should be low on
HP anyway. Then, if you haven't already, use a Potion, or Cure. Then beat the crap out of
Rufus until he runs away. Piece of cake!
